I have been to the club several times. On weekdays there weren't many dancers and it was pretty slow. On a weekend there were more dancers but only a few were mingling with customers. I had to go solicit dancers away from other customers for a private dance which was little uncomfortable. I did get a couple of good private dances though. The staff were friendly. the building itself is interesting. I do wish they had a slightly more private area for the private dances.

This place has been open since last year but I only just got there last month. Old Norshor theater has been converted--small stage has no seating. Tables surround stage and you walk up to tip. Bar appears to be the old snack bar.

Dancers were minority dominated; quality was so-so. Contact is impressive for the area. Couch dances are in a wide open area but still got friendly gals.

Stopped in with my wife. We had a great time. The girls were hot and friendly. They could have dropped the panties a little more though. Not sure what was up with that??? The Bartender/Manager/Owner was working the bar. He seemed like a good guy.

Almost shouldn't be counted as a strip club. Good place to pass through on a night of partying with your buds. Friendly atmosphere. The dancers are almost an afterthought. Every time I end up at the 'Toga I find myself chatting with my buds and drinking beer and not paying attention to the dancers. Usually there are about four or five dancers tops. During the day they used to have jazz, I'm not sure if they still do (no dancers during the day). Not a place to get aroused. Cool spot though, nice folks, good town to visit. I think this place (excepting the dancers) is probably how bars all used to be everywhere, before Old Chicago type chains took over a lot of the hangout spots.

That other reviewer is right: There's absolutely nowhere to park unless you are down there on an off night, and then there's nothing happening. Probably better to go to one of the outlying lots than try for anything off street.

It should be noted that the Toga now has private dances, though I can't vouch for their quality. It's in the back where the phone booth used to be. Looked like a couple of comfy chairs or love seats in there. Didn't see anyone get a dance while I was there.

This is a hard club to rate. They do what they do very well, but it's hard to rate them a 'strip club' in the traditional sense. The lights are up full, they have pool and other activities, and they have girls who strip-naked. But there is a strict no-touch policy, no lap dances, no contact of any sort (which probably explains their survival). The girls are good looking for the most part, the bartenders are friendly. But it's more like a neighborhood hang-out than a strip club.

I've always like the Toga but you have to realize they have been around forever because they know their niche. Lots of guys come here to play pool and occasionally check out the latest dancer. They usually have 4 gals. I assume the previous "no contact" comment was meant customers touching the gals. Tips are commonly taken between the boobs and I've had gals grope me as I waited to tip.

By any account this is a bar which has some dancers. If your more interested in the bar then the ladies this place might be for you. On Saturday evening with 4 or 5 dancers on a stage that you have to go over an stand by to tip the ladies its a rather poor setup. The dancers seemed ok but the format sucks. I mainly watched the football game with an eye on the dancers for about 1 1/2 hours and then went to a better club.
There were more employees then customers(1 at the door, 2 bartenders, 2 wait staff, 1 manager and the dancers). Why so many... kind of annoying. The drinks were priced fine but overall not recommended if your looking for a true club.

A nice full service bar with pool tables. No cover before 7:00 and drink prices are similar to other establishments. Strip show is more like an old fashioned burlesque. They start out wearing more than at most other clubs and take four songs to get naked. You can walk up to the fence and give them a tip for a few seconds of close-up viewing, but no contact ever and no spread eagle shots. This is a clean cut club that offers a nice walk-to option for businessmen staying at the hotels across the street.

Facility Quality: 5 (A regular bar with a small stage)
Dancer Quality: 7 (Usually only 3 working per night)
Private Dance: Quality: 0 (no private dances)
Mood: 4 (No DJ, no decadence, just strip tease)
Value: 5
Avg Rating: 5

This place has a lot of potential, and I expect it has run afoul of Duluth's morals squad. Pity.

When you come in, you pay your admission at the door (although the elderly lady collecting seems a bit addled and misses more than she catches), and the bar is on your left. The stage is way in the back.

The girls are WAY firendly, show lots onstage, the bar staff is friendly, the decor is good. The tipoff is that the lights are about twice as bright as most clubs (you could read a book in that lighting), and there is NO lapdance area. I asked one of the cute ones (looks: at least a 9 or 10!), and she said she wished there was a lapdance area, but no, no private dances.

This club is out on the pier area off of Lake Street, with lots of families walking around. The morals squad is clearly right on top of them, which is a pity because they have the potential for a really good club here.

Parking is a hassle if you decide to visit, since it's in an entertainment area. It's off the Lake Street exit from I-35, east from the exit ramps. Lake turns into Canal Park Drive at the big clock, and the Saratoga is about a block further on, on the right just after the parking lot for the DQ. Lots of private lots for hotels and specific restaurants,, with signs about towing, and it looks like they mean it about the towing.
